City of North Vancouver has named Catalyst Community Development Society as the housing provider selected to deliver 180 rental homes in a joint use facility with a new North Shore Neighbourhood House. This project, part of the HUB: North Shore Neighbourhood House Redevelopment, is slated to break ground later this year four years ahead of its current schedule.
Monday, January 22nd, Council endorsed moving ahead with a financing plan for the North Shore Neighbourhood House portion of the project, which accelerates the timeline for the overall project from a start in 2028 to 2024. This timeline is subject to securing financing and funding.
“The North Shore Neighbourhood House has been supporting people in our community for 85 years,” said Mayor Linda Buchanan. “They have made use of every square inch of their facility to deliver top notch food security programs, child care, seniors programs, youth drop-ins, as well as supports and shelter for vulnerable people in our community. They are in need of a new home that meets today’s accessibility and sustainability standards so they can continue to support people well into the future. The City is pleased to partner with Catalyst Community Development Society in delivering a new North Shore Neighbourhood House and 180 rental homes that we know are desperately needed.”
Catalyst Community Development Society will lead the development of this second phase in addition to its work on Phase 1, which is currently under construction. Using the same developer for both phases will condense the overall project timeframe and increase efficiencies in the delivery of critical services that North Shore Neighbourhood House offers to residents, faster.

BACKGROUND - HUB: North Shore Neighbourhood House Redevelopment
- Phase 1 features a six-storey building with 89 below-market rental units that Catalyst will operate and a respite centre that The Health and Home Care Society of BC (CareBC) will manage. Timing: currently under construction
- Phase 2 will feature a new 3-storey North Shore Neighbourhood House and 15-storeys featuring 180 rental homes. Timing: construction forecast to begin late 2024
- Phase 3 will follow completion of Phase 1 & 2, and includes new public realm and park space to support residents and users of the new facilities.
